This page was designed to show two different ways of displaying a top border. This one, as you can see, has a scalloped edge. To place this border, I used a bit of CSS code. Then I added a top margin that would keep the welcome image off the top border.
I also formatted side and bottom margins so the rest of my content wouldn't be crowding the edges of the page. This is all done without tables.
The image I used for the border is from wallpaper.
